It is the mother palace before it is the siblings palace
In practice this palace is read for the mother first. That is the part English-language material almost always omits, and it is usually the part that lands: for an adult reader, what this palace says about the mother is more useful than a count of brothers and sisters.
After the mother come actual siblings, and after them the small number of people you treat as siblings — the two or three you call when something goes wrong. It is the palace of the inner circle, not of acquaintances.
The wider circle — colleagues, networks, people who know you but are not close — belongs to the Friends Palace, which sits directly opposite.
The four palaces read together
Siblings sits in the triangle group with Health and Property. That grouping is less obvious than the others, and it is worth stating plainly: this triad is about the inherited and the domestic — the body you were given, the home you keep, and the family you came up with.

What this palace does not tell you
A palace is never read alone. It is read together with the palace directly opposite it and the two at the triangle points — in Chinese, san fang si zheng (三方四正), "three sides and four corrects." A difficult star here is not a verdict; it is weighed against the three palaces facing it, and a strong palace opposite can reverse the reading entirely. Any reading that quotes one palace to you in isolation has skipped the method.
It also does not predict how many siblings you have. Traditional texts make that claim; modern practitioners generally do not, and a chart that has to be right about a headcount is a chart that will be wrong in front of you for no gain.
